Networks today represent more than transmission or transportation of data across traditional telecommunications infrastructures. It is in fact becoming ever more difficult to distinguish the nodes or network participants from the network itself. This is particularly important when considering the notion of “Netcentric” weapons systems and Command and Control management. In some ways the medium and the message have merged and perhaps that’s the definition of “Cyber” in contrast to the previous paradigm of “Network” management.
Security that defends against yesterday's realities is destined to fall short - the new Cyber environment is evolving at a rapid pace; merely reacting to change will inevitably lead to greater and greater damage inflicted upon one's infrastructure. CCS on the other hand views the Cyber arena as a proactive domain - one which potential targets can anticipate attack and even respond.
History has shown again and again that using well known technologies to defend against threats that have already been experienced leaves the defender vulnerable to new attack strategies and technology. The only logical solution to this dilemma is to take a proactive stance, incorporating novel techniques and technologies to counter emerging threats.

Most current network solutions are focused entirely upon perimeter defense - while these are necessary it represents an incomplete solution.
